Theresa J. Chung
AB ’98, JD ’02
Since 2014, Theresa J. Chung has served as a federal administrative judge for the US Merit Systems Protection Board, an independent, quasi-judicial agency which adjudicates appeals filed by veterans, whistleblowers, and federal employees and which serves as the guardian of Federal merit systems in the workplace. Previously, Chung worked as an attorney for the Department of Homeland Security and at Morgan Lewis and received an award for pro bono legal service to a food bank organization.
At Harvard, Judge Chung concentrated in Social Studies and received the Harvard Club of Dallas Community Service Grant for assisting with the provision of pro bono legal services. She was a Crimson reporter and cellist with the Harvard-Radcliffe Orchestra.
During law school, Chung was a proctor and academic advisor for Harvard College first-years and worked in the HLS Community Economic Development Law Clinic. Before law school, Chung was a Junior Fellow at the Carnegie Endowment for International Peace, where she conducted research on democracy assistance and international elections.
Originally from Dallas, Chung is the Board Chair and immediate past president of the Harvard Club of Dallas, where during the pandemic she helped expand the Club’s virtual offerings.
